This decision is usually framed as a security question. It is really a question about which constraint you are least able to move: the records leaving the building, the budget, the deadline, or the space you have available.

Choose on-site when
- A contract, a client agreement or an internal policy prohibits the records leaving your premises. This is the clearest case and it settles the question by itself.
- The records are consulted daily and cannot be unavailable, even briefly.
- The material is fragile or irreplaceable enough that you are unwilling to accept transport risk at any level.
- The volume is modest and concentrated, so mobilisation cost is spread over a short, defined engagement.
- Your governance requires that a named member of staff can observe handling at all times.
Choose off-site when
- Volume is the dominant factor and cost per page matters more than physical proximity.
- You have no spare floor space, which is more often the real blocker than security.
- The archive contains oversized drawings, bound volumes, microfilm or damaged material needing equipment that is not portable.
- The records are historical and rarely retrieved, so an agreed recall process covers the occasional request.
- The deadline requires shift working, which is far easier outside your office hours and access rules.
What on-site work actually asks of you
This is the part that gets agreed in principle and negotiated painfully later. Before committing to on-site, confirm you can provide all of it.
- A lockable room or a dedicated, secured area, sized for scanners, preparation tables and staged boxes rather than just the machines.
- Sufficient power circuits. Production scanners and workstations on one overloaded socket is a genuine, recurring problem.
- A network route out, or an accepted offline workflow with a defined media transfer process. Your IT team should agree this before day one, not on day one.
- Building access for a team across the hours the schedule assumes, including any escort or pass arrangements.
- Loading access and a route for trolleys of boxes that does not run through a client-facing area.
- A named internal contact who can answer document questions the same day. On-site projects generate more of these, not fewer, because the client is available.
What off-site work asks of you
Less, but not nothing, and these items are easy to leave unassigned until they hold the project up.
- A manifest signed at collection, prepared by someone who knows the records rather than whoever happened to be free that morning.
- A named person who can answer document questions on a short turnaround. Operators cannot walk over and ask, so queries arrive by email and wait.
- An agreed recall process for files needed mid-project, with a stated turnaround and a route for genuinely urgent requests.
- A decision on where boxes go as they come back: the same room, offsite storage, or destruction on your written instruction.
- Space at your end for returns, which arrive faster than most teams expect once production reaches steady state.
The hybrid split most projects settle on
Treating the archive as one undifferentiated mass forces a compromise on everything. Splitting it by sensitivity usually gives a better result on every axis.
- Classify the archive by restriction, not by department. Some categories genuinely cannot leave. Most can.
- Scan the restricted categories on-site, with a smaller and more controlled setup than a whole-archive deployment would need.
- Move the bulk off-site under a documented chain of custody, with sealed and numbered containers and a manifest reconciled at both ends.
- Apply the same index rules, quality standard and output format to both streams, so the delivered archive is uniform regardless of where the work happened.
- Reconcile centrally. One completeness report covering both streams, or you will have two archives and no single answer to what exists.
Security is a process question, not a location question
On-site is not automatically secure and off-site is not automatically risky. An unlocked meeting room in your own building, with images written to a laptop, is weaker than a controlled facility with access logging, restricted media, vetted staff and reconciled manifests. Judge either option on the same criteria: who can touch the documents, who can touch the images, what is logged, how transfers are protected, and how you would evidence all of it if asked.

Is on-site scanning more secure than off-site?
Not inherently. Location decides who is physically near the paper; the controls decide who can actually access documents and images. Assess both options on the same criteria: staff vetting, access logging, media restrictions, encryption in transit and at rest, chain-of-custody records and audit evidence. A well-run facility often exceeds what a temporary setup in an office can provide.
How are documents protected in transit?
Through sealed, numbered containers, an itemised manifest signed at collection and again at receipt, tracked vehicles and a reconciliation of counts at both ends. Ask for the manifest format and the discrepancy procedure before collection. Chain of custody is only meaningful if a gap would actually be detected and recorded.
Can we retrieve a file while it is off-site?
